An Inclusive Resource Center (IRC) is a separate public institution in Ukraine with its own regulatory equipment list. What an IRC is
IRCs operate under the Regulation approved by Cabinet of Ministers Resolution No. 545 of 12.07.2017 (as amended by Resolution No. 765 of 21.07.2021). Centers are established at a rate of one IRC per up to 7,000 children in a territorial community (district) and up to 12,000 children in a city. An IRC has no classrooms — it has specialist offices for individual and group sessions, so the furniture set combines adjustable children's furniture, office workstations, soft seating, and special-needs items.

The "Furniture and additional equipment" section of the model list includes: a sectional cabinet with combined shelves, an adjustable children's/student desk, a bean-bag chair in washable fabric, an adjustable backless stool for examinations, chairs with backrests for children and parents, an office desk with one or two pedestals for specialists, a wardrobe, a school bench (1 pc.), a height-adjustable desk for children using wheelchairs with a radius cut-out and raised edges on three sides (at least 1), an orthopedic verticalizer/rehabilitation chair (at least 1), an activity mat of at least 1×2 m, and a magnetic whiteboard.
Zoning and procurement
Main zones: specialist offices (office desk + adjustable children's desk + parents' chairs + cabinet), a group activity area (light tables, student chairs, whiteboard), a sensory play area (mat, bean bags, soft modules, sand tray), and a waiting area. Aisles must allow wheelchair access per DBN V.2.2-40:2018. Funding comes from the state subvention for persons with special educational needs and the founder's local budget.
