What Prozorro Market Is

Prozorro Market (officially the "electronic catalogue", Cabinet of Ministers Resolution No. 822) is a state online store for public institutions: schools, kindergartens, hospitals and municipalities. Goods are described by unified profiles, suppliers are pre-vetted by central purchasing bodies (CPBs), and the winner of a price request is determined automatically — the lowest price wins. An average purchase takes 8–9 calendar days from announcement to contract.

Key Rules

• Thresholds for goods: up to UAH 50,000 — direct contract; UAH 50,000–100,000 — direct contract with a report in the system; from UAH 100,000 — open tender or the e-catalogue only. Goods bought with NUS education subvention funds from UAH 100,000 — exclusively via the catalogue.
• You buy a profile, not a brand: the buyer selects a set of characteristics, and all suppliers of that profile compete.
• Price request timeline: at least 2 business days for bids, a contract within 10 calendar days after the winner confirms, publication within 3 business days.
• Suppliers are vetted: completed contracts, a clean criminal record of the manager and product-origin guarantees are all verified during CPB qualification.
• Realistic delivery terms drive competition: for furniture and equipment allow at least 30 calendar days.

Purchase Workflow

1. Add the purchase to the annual procurement plan.
2. Find the right product profile in the catalogue and check its characteristics.
3. Announce a price request (or place a direct order for below-threshold amounts).
4. Sign and publish the contract with the winner.
5. Accept the goods against a checklist: quantity, completeness, profile compliance, quality documents — sign the delivery note only after inspection.
