What Changed in Public Procurement on 1 September 2026
From 1 September 2026 Cabinet Resolution No. 957 raises the basic threshold for goods and services bought by public institutions from UAH 100,000 to UAH 200,000 — and changes three more rules.
- The mandatory competitive procedure threshold for goods and services: UAH 100k → 200k (buyers under Art. 2(1)(1–3) of the Law); works stay at UAH 1.5 million.
- The NUS education subvention threshold is unchanged at UAH 100,000, and only the e-catalogue is allowed above it — two different thresholds now coexist in one institution.
- Food products no longer require the mandatory e-catalogue; negotiated procedures return as an exception.
- An open tender notice must be published at least 15 days before the bid deadline.
